I like the Island Shangri-la's Restaurant Petrus' way of going about enforcing a dress code, without turning customers away. They used to have an extremely strict dress code for dinner, but have relaxed it to jacket only policy (but no shorts etc). If you turned up there dressed 'smart casual' but without a jacket, they would gladly provide you one fitted for approximately your size.
