Is there any reason why you want to smoke in the middle of the forest? There are plenty of bars and restaurants that allow cigar smoking without the risk of irritating those around you.
i have also noticed that just because something is allowed, people in japan still consider those around them.
i noticed a person at a restaurant look around before he lit up and noticed that no one else was smoking and did not. i was actually blown away when i saw it.
i live in Canada so can get the contraband cigars without trouble but know what you mean. japan has a very nice selection and so i get that you want to know where you can enjoy something you can not get at home.
