The connecting flight from TPA-MIA is available to "buy" on BA.com as an avios booking for 18k avios + £6 all in for the 4 of us

Would I be clutching at straws to think that by buying my "flights" through "ba.com" the "checked baggage policy of the airline that operates the longer leg will apply"

This only applies to journeys on a single ticket. You will be travelling on 2 separate tickets. Be prepared to pay for the bags.
