The DCA-MIA flights should be exempted. Especially when you see the other exemptions such as FLL-PAP or JFK-FLL it makes you wonder what the folks in Dallas are thinking. I have flown the DCA-MIA flight many many times and almost always the cabin in first is filled with business travelers or people connecting to South America. I think this is one route that AA should reconsider adding to the exemption list.
