However, you need to write down the flight number and port of embarkation on the arrival card. If you lie and they catch you, you are in some trouble.
The quote I got was from HK people using Home Return Permit going through e-channel into PVG. I don't think they have to fill in any embarkation card.
I think by asking/checking in bound flight details help them to catch the abusers.
