They would not normally call a guest at that time of night. But since you called them it was completely appropriate for them to give you other information.
I realize I can be a pickier customer than most, so I'd like a reality check from a broader group before I check out in two days.

He responded that he would but didn't do much to improve the situation for about 30 minutes. I then called the front desk and let then know I had already spoken with the other in person.
I would never do that. Knocking on a stranger's door in the middle of the night to complain about noise is high risk. Just call the desk.
