I've never been to a hotel that didn't have a notice posted on the menu about an additional charge for room service. Conversely, I've never seen a notice posted about any package handling fee. I typically stay at Hyatts, Hiltons, Marriotts, etc...

If there was no prior, conspicuous notice about the package handling fee, I don't believe the OP owes it.
