True - however, wifi transmitting power is several orders of magnitude higher (I have seen wifi USB dongles that list 3000mW as peak power).

You are probably right.
Anyway, I find it very amusing that wifi is allowed, while bluetooth, which commonly uses less than one percent of transmitting power of wifi, is explicitly banned. Also amusing is the lack of clarity in Hemispheres, but that is nothing new...
