With this POST July 9, 2012 change, there is an actual residency requirement and cannot leave the country for more than 2 year (I would be under the Special Permanent program) without having to physically be back.
I was told by several immigration officers that if you needed to leave for more than one year, you could still apply at the immigration office for the old-style re-entry permit (which has no such requirement).
Haven't actually needed to test this, so YMMV, but it's worth looking into.
