I flew it a couple weeks ago . . . last upgrade to clear (at gate). Crew rest was in F, where there were several empty seats (I could look at pilot stretching out from 6B).

For OP, no idea why it wasn't blocked. I've almost always seen it blocked on flights from get go, opening sometimes late in the game.
