There are only so many bulkhead and exit row seats, even if it's true that they're often among the last chosen (I wouldn't know, since I've never been on one of these birds). I think, however, that people are more steamed about that number of mainline planes still not being equipped with an important benefit for Premier members, one that some people purchase subscriptions for, etc. It's been long enough now.
