That's not the way it works.

Israel does not care how much liquid you carry with you through Security. You can also buy an unlimited number once in the sterile zone.

However, if you are boarding a US-bound flight, you will be checked at the gate (not by the Israeli authorities or the TSA but by airline employees).

This is most likely what will happen now with electronic devices.
