Last I heard that applied pretty much everywhere in the US. First port of arrival you go through Customs even if you have a connecting domestic flight.
WRONG!!!

YVR is a pre-clearance airport for airlines flying to the United States. This means you will clear U.S. Customs and Border Protection (US CBP) before leaving Vancouver, eliminating the need to do so when you arrive at your destination.

Bags DO NOT need to be retrieved and rechecked in SFO!!
