Railroad signal power

Having recently taken a train trip to DC, I was reading the Wikipedia articles on Northeast Corridor railroad signals. I was very surprised to find out that the standard for powering them is 6.9 kV and 91.67 Hz. Why is the voltage so high? They're just lights. Why is the frequency so weird?

Thought I'd ask here since I figure some FTers are probably into trains as well.
