I don't live in a crowded area, and my county's clerk of courts office has passport walk-ins with less than a five minute wait to see someone to process it. Only annoyance is that you have to go through their hypersensitive metal detectors in order to get to that office.

The local post offices, on the other hand, do their best to make it impossible to get a passport through there.
