The certification requirements are carrier specific, so AC would still have to be certified not just the A320.

I heard that Sunwing failed Transport Canada's certification requirements at least once, I am 99% sure I remember hearing twice before its 3rd try in which it passed and was granted 1:50. Just one reason I will never ever step foot on Sunwing for any price.
