It's an international a event and this is not the first time it has started in the UK - this is the 4th visit. The last time was 2007 when the time trial was in London and the next day they rode from London to Canterbury.
Belgium is a popular starting point and Spain, Gemany and Netherlands have also been used at start points. Though not Italy (home to those Romans!)
