I discovered the discrepancy when the card was declined, twice. So I called and talked to an agent who said that she had fixed it. Then it was declined a third time (tired of being embarrassed). So I called again, got transferred by the first person to VISA Global Assist, who informed me that: a) they had printed the card for an invalid number, sorry; b) they don't give emergency cards to people who have other cards or ATM cards.
I have some strong feelings, but since I plan to sue them, I will limit my comments here.
