It won't be that bad, but OP should be aware that Europe does the holidays differently -- banks and stores will be closed for longer periods than you'd expect in the US, attractions like museums may not be open or have narrower hours, etc. But there will be enough hotels and restaurants.
The weather could do anything, it's not guaranteed horrible. But there will be shorter daylight hours, longer nights.
I've had some great mid-winter trips to UK, Germany, France in January and February.
Sorry the OP's dates are fixed around the holidays though -- he will take in on the chin re: travel costs.
