Actually, although the lines between VISA and Chase get blurred (which I expect to get cleared up), the card replacement benefit is a VISA guarantee. No, they didn't send me any email. And the problem with the replacement card is that instead of sending it with my new number, they created one for a number which THEY had cancelled 8 months ago when they did the conversion to new cards (in other words, they were all for the "same" account, but they printed a card for the number *before* the one that was lost, instead of the number for the account *after* the card was lost.)
