Update
I can confirm that ECI in Madrid DOES offer and respects currency choice via pin pad at customer level (they even have self checkout lanes with English capable machines). I got dcced at ECI in Barcelona where the DCC choice options probably require cashier input to disable.
I got dcced on 2/3 transactions but once got a well trained cashier who did offer me a choice
