Having flown on the BA cityflyer express ATR42s I imagine it is too do with 'elf n'safety. They were blooming loud! The dash 8s flybe use are a lot quieter in comparison. Either that or age. Shhh in the back!!
Probably some EU working directive. But as you mention. Odd that the crew get them but passengers need to be protection free.
