IMHO we have two issues to consider here. One is the dimensions of the bag and the other is the size of the dog.

I totally agree that soft sided bags like the Sherpa brand which are collapsible are allowed leeway when compared to the measurements posted on airline sites.

However for a 18-20 pound and growing puppy you are stretching the limits of what may be comfortable for the pet.

By the way, what breed is the dog?
