The Amfleet I Business Class cars with 2x2 seating actually have significantly more comfortable seating than Coach on the same trains, so no, they are not the exact same. The seat has an adjustable footrest as well as greater recline and leg/knee room. Seat pitch is 46" vs. 39" and the car has 62 seats instead of 72.
But I thought the Pennsylvanian now has an Amfleet II car for coach passengers, with a 50-something" seat pitch. Recent threads on railroad.net all seem to agree with that. A passenger in that car would actually have more legroom than a passenger in the Amfleet I business car.
