I don't know the ins and outs - but if you are a company based in the EU you no longer have to set up a separate limited company in the UK, you can register with Companies House as a branch of your existing non-UK company (this is what a few EU airlines have done, for example). The rule just talks about UK-based organisation, so a UK branch of a Swedish company should meet that requirement.
