Airlines rarely make 100% of their seats available for advance reserving. There is so much flux in seating nowadays with people moving from E- to E+ and E-/E+ to B/F. In addition, airlines still do overbook all the time, especially in economy, knowing full well that they can bump some pax up and some people will likely misconnect if the flight is out of a hub.
