I was able to get my bag fee waived at the airport last week by showing my card on a flight booked with Air Canada miles. Which I don't think I was supposed too since I didn't have my MP number on the reservation. But, the agent proactively waived the fee when I handed her my explorer card. So, I'm sure you can get the fee waived.
