In most major radio markets its hard to find unused frequencies without adjacent channel interference. If the frequency 97.5Mhz is unused, you wouldn't want any other stations any closer than 97.1 and 97.9, and even this separation may not be enough for a clear feed if the adjacent stations are very high powered and running multiple HD sub-channels.
