Seems like poor ground handling in ORD though, especially they would have known the flight would arrive without luggage even prior to the flight's departure from AUH, giving them a good 13-14 hours of prep time to be proactive and deal with the situation.
Or even better inform the pax during the flight and prepare them for it so it becomes easy as dropping off a piece of paper (address...etc) at the desk when they arrive instead of queuing and being surprised.
