Of course I suspect I know the answer myself: Rouge is not lower-cost. It is a same-cost lower-quality carrier.
The middle C in LCC has always referred to the carrier's cost, not yours. Hence why WS is a LCC even though its prices generally match AC. The price will be what the market will be, as would be expected.
