That's incorrect. In Norway you clear customs at your point of entry, so through check will only give you luggage checked to the final destination. As I don't travel domestically in Norway I can't opine on the check-in cut off but I'd say the OP is leaving it very tight and risks misconnecting, and at worst, have to buy a new ticket. Buyer beware!
