The policy is not publicly published (as it was pmCO) and it unclear if the pmCO policy still exists or if some agents are willing to do it based on past practice. But it is clear from many reports that some agents are unaware/ unwilling to do a different PNR companion upgrade waitlist at the airport. Your success may be related to specific airports / agents.
