They're not intending to sell these combinations, so that's not going to happen. Besides, what would happen? Everyone IAH-EWR would be forced through IAD or ORD?

This opens up a ton of options, and they should be happy with it, because they're selling IAH-TPA and TPA-EWR at market fares that they want. Only the price sensitive traveler is going to bother with this, and it's better to take his money for market fares through another city than let that money go to an OAL.
