1. new seats save weight, and allow greater density in cabin while preserving same sense of leg room (thinner seats), so refit pays back in extra revenues.
2. Sharklets cost money to fit (cost and fleet downtime) and while they may save fuel on longer sectors (that you see in domestic US), the cost of their extra weight on BA's (and easyjet, and Ryanir and KLM, etc's) short european sectors outweighs this. hence not fitted, wont be fitted.
