If your RJ is in Concourse B or C, then it's a schlep and is you have a tight connection, it will definitely be tight.

At MSP you can get lucky and arrive and connect in the same concourse, but this is a sprawling facility and your walk/run could be considerably longer (even if Concourse C has a train).

On balance, I'd chose DTW.
In addition, at least on the outbound to CLE, should the OP misconnect in DTW and there are no more options to CLE that night, CLE is close enough that OP can get a rental car and drive. Driving from MSP to CLE is probably out of the question.

If OP cares, about it too, going through DTW will yeild more miles and MQMs than going through MSP because of the 500 mile minimum received on DTW-CLE.
