Before the airlines started to crack down on size, it was easier for the luggage companies to sell oversized bags -- with many especially pushing beyond 14" width (marketed as "wide bags") or 22" length (why was it logical for them to assume wheels and other protrusions didn't matter?). .
They haven't caught up to the more active enforcement of the size limits; maybe they will eventually make bags slightly under limit instead of slightly over.
I find it really annoying that for many lines, the 22" bags are more like 23 or 24 inch, and the next size down is too small at 18 or 19 inch (eg, Briggs BRX, Osprey Ozone, etc.)
