There are at least a dozen reasons why she might have been declined, but the CSR just chose the most logical to him. Which means nothing except in his data impoverished fantasies. It's not a data point at all.
Well, she was told the same thing by 2 CSRs...I can't think of any reason she would be denied as her credit score is better than mine and she only has 1 or 2 inquires in the past 12 months. I just posted it as others had mentioned Citi may be starting to tighten up on users with multiple cards. Take it for what it is worth...
