I feel like a broken record, since I have posted this here so many times that it got added to the Wiki. Quothe the Wiki:
"Citi CSRs are clueless, so disregard everything they say that seems to contradict anything you have read on F/T. And take everything else with a big grain of salt."
There are at least a dozen reasons why she might have been declined, but the CSR just chose the most logical to him. Which means nothing except in his data impoverished fantasies. It's not a data point at all.
