It's supposed to be a carry-on, so the 9" should be the external measure. I suspected there's a (non-obvious) way to make the hard parts connect so it really would be 9", but perhaps that got left out. (I can sort of think of ways to do it, but it would make manufacturing the suitcases a lot more expensive.)
