Not as of two days ago. Liquid botles were still being collected in a bin pre-security and there is the usual "drink all the water" scene.

Japan security applies to all flight leaving NRT. The same departure area is for all intl flights: US, Chjna, Thailand, Singapore, S Korea, Phillipines and Hong Kong. It doesn't matter what TSA policy is. It is Japanese policy for flights departing from Japan..
