This thread confuses two separate issues. Outgoing baggage and incoming baggage. For outgoing baggage there seems to be one reported incidence of UA leaving most of the baggage behind. I doubt that this is an endemic problem, as they are continuing to use the T1 system (which is why they won't demolish T1 for the foreseeable future), and UA is continuing to use the same pier of gates as before, just re-labelled T2.
As to incoming baggage, this was discussed in the original thread on T2. All it really requires is (1) to alter the programming to reduce the gap required between bags for the conveyor to spit out another bag and (2) for UA to instruct its agents to prioritise the Priority bags as those passengers tend to arrive at the claim first - or (3) as they do in SFO, to employ someone to stack the bags away from the carousel to make space for all the remaining ones.
