It is actually Hong Kong S.A.R., P.R.C. The British made their turnover treaty with the P.R.C., not with the R.O.C.
Taiwan has a different Chinese government, the R.O.C.
For example, Kinmen Island is part of China, not part of "Taiwan" (province), but not part of P.R.C. either, unlike Hong Kong.
Plenty of examples of more or less autonomous regions in the world, but all of them are considered to be "part of" another country, i.e., Ceuta, Spain; Aland Islands, Finland; Azores, Portugal; Greenland, Denmark; Aruba, Netherlands.
