Happens to me more often than not at PHL.

I also always reserve full-size, but about half the time they try to stuff me in a midsize (and usually say there's nothing else available when I ask).

Thankfully, our client has been noticing this as well and is currently working to open contracts with National/Avis so we have other options when in town.
