You might consider crediting your Hertz/Avis rentals to a foreign FFP, for which the rental company should not assess an excise-tax offset. I think you can earn a minimum of 500 miles with Virgin Atlantic for even a one-day rental with Hertz/Avis. VS miles are redeemable on a number of partner carriers, including Delta -- if you can find low-tier award availability.

You should be able to find a list of all FFP partners on the Hertz and Avis websites.
