This is the key to me: (from the third of the 3 links in the post above):

"The show’s researchers informally tested drinking fountain water and found that it was mostly free of bacteria, potentially because of the way the water comes out of the spout (in an arc, rather than straight up or down, which prevents it from actually touching the germy spigot)".
It shoots up from a recessed area, and it looks to me like the water doesn't touch any accessible areas on its way out. To me it seems safe enough for adults. (I am, however, infinitely far from telling you what to do).

It is, however an outrage that we have a rule directed against a nonexistent threat, which prevents people from bringing in water and other liquids for drinking, and the response to complaints is "oh, bring a bottle and get water from the water fountain." Maybe people think the water fountain water is dirty and it isn't; maybe they think it's dirty and it is; maybe they sterilized water at home and used it to make baby formula. None of that should make any difference; the reasons shouldn't matter (especially in the case of baby formula). The only thing that should matter is that LIQUIDS AREN'T DANGEROUS.

As I understand it, the rules in the US are pretty good - a liquid is a medical liquid if the passenger says so. If the clerks could be counted on to follow the rule, the result would be pretty satisfactory.
