I was thinking the problem was that it was cold, and it occurred to me that if the OP goes to one of the airside restaurants they will almost certainly be happy to give her water.

The comment was directed toward the idiotic War on Water; it certainly appears to me that Blogndog sympathizes with the OP.
These are known as first world problems of course. There are charities being set up as I write this to help get bottled water for those who can only can get their water from water fountains.
