There is not a requirement for it to be used first on a trip to Norway. It can be used on a trip to Switzerland that is to be followed by a trip -- at some point on the same visit to the Schengen Zone -- where Norway is the primary/most days destination for the trip.
I was under the impression that at least some Schengen country issued visas for business trips were also valid for tourism purposes, but I have to get the facts checked to see if that still holds true at least in some parts.
