You can't upgrade Aeroplan reward tickets, period.

Also, PE upgrades are not available, even on Flex and Latitude fares.

You can however use e-upgrades for a rouge 767 on an eligible fare if it's within North America / Sun Destination as it's marketed as J, not PE.
