Bank of America previously issued the Choice Hotels co-branded credit card in the USA. It is now issued by Barclays.
Bank of America previously owned MBNA Canada, and sold it to TD. I assume Choice's contract with MBNA Canada has now also expired and they have selected another issuer.

The reference to a new rewards program suggests that the card accounts will remain with MBNA and will earn points in some generic program.
