Yesterday, travelling through London Luton the lady flat our refused to let me through and said it was impossible that they'd let me through other airports with water. Even her supervisor backed her up.
Have I just been lucky and had sympathetic staff in the past, or are they wrong?
Provided it was in baby bottles then sterilised water is allowed according to the UK Government (https://www.gov.uk/hand-luggage-rest...-and-baby-milk).

It does appear that you're not permitted to have it separately. Perhaps liquids in baby bottles are non-explosive.
